Yes, there is Publisher 2019. Here's how to find it
There is a stand-alone perpetual licence Publisher 2019. It’s hiding and Microsoft definitely doesn’t want people to find it, but it’s there. We’ll explain where to find Publisher 2019 among all the subscription options Microsoft would like you to buy.
Publisher 2019 is the latest single purchase version of Publisher available to consumers.
You’ll find Publisher on sale at the US Microsoft Store online only for US$129.99.
Our long-standing advice is never buy direct from Microsoft because they charge the highest prices. However we could not find Publisher 2019 on-sale anywhere else. Even Amazon doesn’t have a listing, though they do have earlier versions of Publisher on offer from third-parties.
Publisher 2019 is a one-time purchase that only gets security and bug fix updates. Presumably the support policy for Publisher 2019 is the same shortened policy as Office 2019; seven years of support instead of the usual ten.
Windows 10 is required. Earlier versions of Windows will not work with Office 2019 products.
It might be cheaper to buy Publisher 2016 if you can find a legal copy. Publisher 2016 has bug/security updates until the same expiry date as Publisher 2019. See if you need any of the new 2019 features.

Microsoft really doesn’t want people buying single-payment products like Publisher 2019.

Click on Buy Now and all you’ll see are Office 365 ‘subscription’ options plus Office 2019 Home & Business which does NOT include Publisher!
Scroll waaaay down the bottom of that page and there are stand-alone single program options including Publisher 2019.
Publisher in Office 2019 bundles
Publisher 2019 is only available in two of the high-end Office 2019 packages.
Office 2019 Professional has Word, Excel, PowerPoint, Outlook, Access and Publisher.
Office 2019 Professional Plus bundle. Volume licence purchasers only. If you see Office 2019 Professional Plus sold on retail sites like Amazon or Ebay, it’s an illegal sale, ignore it.
Earlier Publisher releases
There were Publisher 2016, Publisher 2013, Publisher 2010, Publisher 2007 and Publisher 2003. Sold in Office bundles or stand-alone.
It’s only available for Windows. There’s never been a Publisher for Mac.
