The window appears to be an Outlook ‘upgrade’ it’s made to look quite sincere with talk about ‘upgrade’ and ‘Microsoft Certified’ but it’s just an add-on that you don’t need.

Don’t EVER download from a pop-up advertising window, but especially watch out for one that offers an ‘upgrade’ to Outlook. It’s certainly not an official upgrade or patch from Microsoft.

I’m not going to name the company or its web site because I don’t want to give them any links or mentions. The Outlook add-on they are selling might be very good, but the method of promotion means I won’t ever try it to find out.
